CGY does not have a shortage of actual water, but rather an inadequate delivery mechanism at present, much of the water pipe system is 100 years old, and decided to fail all at once. 

Ah, thanks for the update/lesson.  I haven't been following it other than hearing everyone complain and panic.  Football season, dontchaknow -- don't much care about anything else!
